As Grace and Leon's paths converge, they must face their pasts and uncover the truth behind the Raccoon City Incident that changed the world forever. But while the terrors of their memories echo in their minds, will they relive the nightmare...or finally offer up a requiem for the dead?"

Wrenwood Hotel
FILE_01 WRENWOOD (GRACE)

Taking place in October 2026, 28 years after the Raccoon City Destruction Incident, Federal Bureau of Investigation's intelligence analyst Grace Ashcroft is investigating the latest string of mysterious death happening across the United States of America, with four victims being former survivors of Raccoon City outbreak. She was approached by her supervisor Special Agent-In-Charge Nathan Dempsy who asks her to go back to the abandoned Wrenwood Hotel where a fifth body was found. Dempsy sympathises with Grace's lost mother—investigative journalist Alyssa Ashcroft who was murdered in the same place 8 years ago—and gives her the option to investigate the crime scene and report back her findings. Wanting to understand the nature of her mother's murder, Ashcroft agrees to go.

In the city of Wrenwood, a neighbouring city to the desolate ruined Raccoon City, Grace arrives at an alley where she presents her identity to city's local officer Norman Cole who informs her the hotel was to be soon torn down. Checking inside the building, Grace finds a photo of herself and key to Room 204. Investigating the room, Grace finds a bed filled with numerous photos of herself and her mother, eventually settling a photo taken on the night of the murder. In 2018, Grace's mother Alyssa was a freelance journalist and nomadic traveller, and were staying at Wrenwood Hotel with her daughter. That night, a phone rang to Ashcroft who confirmed her identity before being rudely hanged up. Shortly after, a blackout came and Alyssa who was stalked for the past two days by a hooded man, quickly told Grace to escape despite her confusion. Arriving at the reception, the unnamed Wrenwood Hotel Manager reassured them the power outage was natural before killed by the hooded man. Acting quickly, Alyssa shot him several times before closing the door on him. Nearly at the emergency door, Grace suffered a nervous breakdown after calling the police, despite her mother's insistence not to. Alyssa reassured her daughter, and reminded her she was "her hope", though Grace did not understand. Leaving, Alyssa's neck was severed by the hooded man before fainting and causing arson, leaving Grace to mourn her mother. Eventually, the hotel was forced to shut down due to the damage's extent. Since the murders, Grace joined Federal Bureau of Investigation and worked as its intelligence analyst.

In the present day, Grace receives an anonymous silent call. Creeped out, Grace tries to leave the hotel and sees a man's shadow walking by. However, before leaving, Grace remembers her mother having hide her bag behind a painting shortly before her death. She recovers her mother's journal and a floppy disk, before encountering officer Cole again, now dazed and confused and clutching at his neck. Cole turns into a zombie, and Grace gets herself accidentally trapped at the luggage cart. Cole tries to kill her with a shotgun, but Grace gets away and runs to the second floor. However, Grace is grabbed and bitten on the forearm, before using a glass shard to propel the zombified Cole outside, killing him. Hearing music playing upstairs, Grace walks upstairs to see a man sitting by the fireplace. He tells her he had planted the fifth body here to lure her, and she is the chosen one. Grace tries to run but is choked and knocked unconscious by the man.

Wrenwood Outbreak
FILE_02 WRENWOOD OUTBREAK (LEON)

Elsewhere in Wrenwood, Division of Security Operations agent Leon Scott Kennedy and his current FOS support Sherry Birkin are investigating the newly appeared sixth body at an alley near the railway in Elbridge. One of their fellow agent, Andrew Hughes discovers their person of interest to be former Umbrella scientist Victor Gideon, who did not attend the Raccoon Trials and contributed Umbrella's downfall. Hearing Sherry's tip about a missing officer reported near where the fifth body was found, Leon heads there but is stuck in traffic. However, Leon witnessed Victor carrying an unconscious Grace, and rushes out to chase him. A concerned pedestrian is worried for Grace, but is shot in the neck with a dart gun by Victor who did the same to multiple people, triggering a small outbreak. Leon did his best to contain the outbreak, and orders Sherry to have Wrenwood quickly quarantined. By the time the outbreak is contained, Leon loses track of Victor but Sherry points out Victor may be heading for Rhodes Hill Chronic Care Center, an institution formerly funded by Spencer Foundation and later bought by Victor, following Umbrella's closure.

FILE_03 AWAKING AT RHODES HILL (GRACE)

Somewhere in the care center, Grace wakes up to find herself being slowly drained of blood. Using the IV line and broken shards of blood container, Grace frees herself from her restraints. During her search, Grace is pursued by a creature in hospital gown and wavy white hair. Managing to lift the segregating bars, leading to central hall, Grace tries to crawl herself free but the creature catches and throws her against the wall, before being dragged away by the girl.

FILE_04 ARRIVING AT RHODES HILL (LEON)

Arriving at Rhodes Hill Chronic Care Center, on just the outskirts of Wrenwood, Leon visits the institution where he meets a nurse who tells him Dr. Gideon has been expecting him, and guides him to the East Wing Hospital Wards. She informs him she was recently hired, and the facility catered to long-term patients. unaware he was being surveilled, Leon is told to wait until alarms blare Code 6, and the nurse immediately returns to inform him a mass hysteria is occurring, unaware staff and patients had been infected. The nurse is killed with a chainsaw, and Leon defends himself against new infected. As he explores, Leon accidentally comes across the moment Grace manages to lift the bars open, and being dragged away. He comes to her aid in time and shoots the creature's head, seemingly killing it. As Grace rushes outside, Leon informs her of his identity and in turn she does the same. Confused by the FBI's presence, Leon asks the reason she was kidnapped by Victor, but Grace remains confused. When he tries to leave, Victor, in hiding, triggers the facility's lockdown, separating them both. Before the shutters fully close, Leon gives her his weapon Requiem and tells her to leave. He meets Victor who tries to initiate a conversation, but Leon attacks him. However, Victor disarms Leon and chokes him unconscious, commenting that he too was afflicted with the "Umbrella's Curse" after spotting the black bruises on his body.

Rhodes Hill Grace
FILE_05 RHODES HILL (GRACE)

Left to fend for herself, Grace wanders the institute. Amidst her exploration, Grace encountered Jeff Gray, a dying staff member who screamed at her to stay away from Emily, a young blind girl sealed behind glass. She learnt Emily had a cellmate named Marie who had escaped to the basement, through the hole dug in her glass cell and became the creature she was hunted by. While searching a way to free Emily, Grace encountered Gideon in lead researcher Anthony Richardson's office. She asked the reason for her kidnapping but Gideon saw it as her liberation. He told Ashcroft she was the "key" to free Elpis, and was chosen because "her master" made her who she was. Fearing she would be captured again, Grace fled and bolted the door with a chair, before creating an illusion she had escaped by opening a door then hiding behind a nearby corner. Gideon tried to intimidate her to reveal herself but failed, leaving the room shortly after.

Reaching the security office where Grace found Luke Clark dead, she discovered a puzzle that could only be read with braille, and went back to free Emily from her glass cell. They went back to the office where Grace guided Emily to the box, but amidst solving it, a few infected patients and staff stumbled upon them. Grace locked Emily in the room, as she defended them. Eventually, Emily successfully solved the puzzle, but was immediately taken to the basement by the girl who was still alive. Reluctantly, Grace went after them to rescue Emily.

In the basement, Grace saw many former patients locked in cells, and many formerly experimented corpses being dumped into processing. Eventually, Grace found an unconscious Emily locked in a cell with many dolls the girl had collected. In her quest to free Emily, Grace was relentlessly pursued by the girl. Successfully powering the basement, Grace unlocked Emily's cell, but also many others containing the zombified patients. As she rushed them to the elevator, Grace was continuously pursued by the girl who climbed after the lift and laid on top of them. Reaching back to the ground floor, Grace forcefully opened the lift doors, and removed Emily first before climbing out. However, the girl entered the lift, and caught Grace's leg, trying to pull her back in. Eventually, the titanium cable snapped, plunging the girl below and nearly severing Grace's leg.

Feeling relief, Emily gives Grace the last piece of the puzzle needed to unlock their way to the courtyard. Outside, Grace meets a pilot named Harry Reed who offers to watch Emily, have them flown out the care center in exchange for her to retrieve the helicopter's key after it was confiscated by his employers. Initially, Grace does not trust the man, but Reed cites his old war wound, affecting his mobility and reasons her agileness could do the job faster. She accepts the offer, and goes to the cabin beside the helipad. Unexpectedly, Grace finds an underground lab beneath where countless patients were experimented for their blood. There, Grace overhears Gideon contacting Zeno, after testing her blood and confirms her to be the "key". Seeing no further need for the lab, Gideon triggers self-destruction sequence, releasing all mutated patients. She fights through tides of blood, before reaching the surface again, having claimed the helicopter key. Grace urges Reed to hurriedly take off, as patients shambling towards them. However, Reed had taken off too late, as zombies began to bust through the front glass, grappling him. Grace was forced to be on co-pilot seat, and attempts to take control of the destabilizing helicopter, only for them to crash at the cemetery. The impact kills Reed, and left Emily severely injured. She frees Emily as they flee to the chapel, with the cemetery was ridden with zombies attracted to the crash.

Rhodes Hill Leon
FILE_06 RHODES HILL (LEON)

For hours, Leon is unconscious and brought to the attic to be interrogated. Victor wants to question him, but Leon keeps silent, only responding through taunts. Frustrated, he is cut by Victor but before he can be tortured, he breaks free and tries to attack Victor who flees. Reestablishing contact with Sherry, Leon announces his objective of going to Victor's private office. Along the way, Leon is attacked by Chunk, a former patient turned bloated zombie but is able to kill him. Descending to the 3rd floor, and finding Victor's hidden office, Leon purposefully inputs the wrong password, paving the way for Sherry to access Victor's files. She retrieves documents about the latent onset t-Virus syndrome, referred by Gideon as Raccoon City Syndrome. He looks defeated as Sherry confirms they are all infected with residual t-Virus laid dormant within their bodies, and are slowly dying from degradation. Furthermore, Leon uncovers another document with the keyword Elpis, and a picture of Grace. He wonders how she is related to the keyword. Just then, Leon witnesses the spiralling helicopter crashed into the cemetery, and Grace emerging from it with Emily.

Leon assists them from afar, before reuniting with her inside the chapel. Grace panics as she tries to stem Emily's bleeding wound, but is calmed by Leon. However, zombies, Blister Heads and Blister Borne began to break into the burning chapel. Leon tells Grace to carry Emily to the water treatment facility behind the building as he stays behind, and deals with stragglers. As Grace flees, she was once again stalked by the girl. Adamant Emily would be taken again, Grace safely leaves her behind. Exploiting the creature's vulnerability to light, Grace manually opens the roof hatch, killing the girl who melts into puddles. However, by the time she comes back, Emily already died from her blood loss. Desperate to save the young girl, Grace frantically does CPR on her, only resulting in the girl's out of control mutation. Grace tries to plead with Emily, but the mutated girl is shot several times by Leon who has just arrived, despite Grace's protests. She mourns Emily, as the girl was her strength to survive. Leon tries to console Grace, but has his weapon Requiem tossed back to him before Grace abandons Leon. He tries to follow her, but his syndrome progresses to stage two, as he now coughs up blood.

Grace wanders to the back of the facility where she is greeted by Victor who introduces her to his employer Zeno. He tells her she is the key to unlock Elpis, a project that can change the world. Wanting answers on what Elpis is, Grace willingly goes with Victor and Zeno to the Raccoon City ruins in a helicopter.

Returning to Raccoon City
FILE_07 RETURNING TO RACCOON CITY (LEON)

Determined to save Ashcroft and learn why she was connected to Elpis, Leon makes his way to the old ruins of Raccoon City. En route, Sherry contacts Leon and informs him Elpis is not documented nor mentioned on CIA servers or the Pentagon. When Sherry asks for higher clearance, she is ordered to terminate the investigation. Leon is confused at the sudden obstruction but cautions her against risking disciplinary or legal repercussions. She refuses to disengage, insisting she will continue to assist him regardless of the consequences.

Arriving at the eastern side of Raccoon City, Leon is directed by Birkin to the city center based on coordinates found from Gideon's computer. While there, he fights against the Titan Spinner and its children, before arriving at the army’s perimeter wall. Leon finds a BSAA North American branch camp and is briefed by Birkin on their internal dispute. When he reboots a laptop found in the camp, Victor Gideon and Zeno immediately find out an electronic device is active; they hack the laptop's camera, witnessing Leon’s presence. Searching for detonators, Leon finds a dead BSAA unit and retrieves footage from a soldier's camera. He asks Birkin to identify the killer, only to learn the man is a "ghost" with no public records. After gathering the detonator parts, Leon blows the gate open and uses a nearby motorcycle to reach the center.

On the highway, Leon is pursued by several Garmr and Victor Gideon, who wields rocket launchers. Despite the assault, Leon leaks fuel from his motorcycle and ignites it, causing Victor to tumble into the chasm below in a massive explosion.

Thinking he has killed Victor, Leon proceeds to the Raccoon Police Station, used by the BSAA as a base since 2023. At a terminal, Leon locates Grace and Zeno conversing in the East Wing. Along the way, he pays respect to Lt. Branagh, the fallen officers of S.T.A.R.S. and R.P.D., and Robert Kendo. Upon reaching their location, Leon eavesdrops on their conversation, leading to Grace feeling shell-shocked and overwhelmed as she realizes she may be responsible for the many deaths caused in the pursuit of Elpis.

Raccoon City Revelations
FILE_08 RACCOON CITY REVELATIONS (GRACE)

En route to Raccoon City Center, Grace overhears Victor Gideon and Zeno discovering Kennedy is in the city after he interacted with an old BSAA computer on the outer walls. At their stop, Ashcroft accompanies Zeno to the ruins of the R.P.D., while Gideon deals with Kennedy. He leads her to the East Wing, explaining that Elpis is being hunted by covert militaries worldwide. Ashcroft learns Elpis was the last virus created by Spencer for mind control and infectious mastery.

When the 1998 outbreak occurred, The Connections lobbied for the Sterilization Strategy to prevent Elpis from being stolen. Using their ties to The Family, they forced the government to approve Derek C. Simmons's strategy to hide the virus deep within ARK. The secret was so vital that President Adam Benford was assassinated to keep it buried. Furthermore, Zeno reveals Emily is merely a clone—one of many Series 70 subjects like Chloe—all manufactured after Grace, the original.

Surveillance footage from February 1990 shows Chloe at the Raccoon City Orphanage, witnessing the Series 60 children massacre Umbrella staff. Chloe eventually wandered into ARK, discovered her origin as a test-tube baby, and was terminated after showing symptoms.

Overwhelmed by the revelation that she is manufactured and indirectly responsible for these horrors, Ashcroft faints. Leon intervenes, but Zeno summons the T-501 to stall him while he retreats with Grace's unconscious body toward ARK.

ARK
FILE_09 ARK (LEON & GRACE)

Pursued through R.P.D and outside, Leon is beaten several times by T-501 before it loses its coat, turning into a Super Tyrant. Eventually, Leon bursts its heart out to defeat it for good. Having overheard mention of the Raccoon City Orphanage acting as an entrance to ARK, Leon heads there, where he is attacked by several seedlings grown from Plant 43. Descending to the deep grounds, Leon finally kills the plant and enters ARK.

Inside ARK, Leon spots crates belonging to H.C.F., TRICELL, and Umbrella. Further exploration results in Leon finding Grace and Zeno in PANDORA, where Elpis is being kept. However, he is quickly intercepted by Connections soldiers and their lead Commander. Though the soldiers are easily killed, Kennedy enters a hard scuffle with the Commander but pulls through. Leon later enters PANDORA and interrupts the conversation, battling Zeno, but is easily outmatched due to his enemy's agility. Before he can be killed, Grace grabs his fallen pistol and threatens to end her own life, giving time for Leon to shoot off the cranes and quickly grab Ashcroft. They fall into the waste disposal unit, where Leon passes out due to his progressive syndrome.

For hours, Grace stayed by his side before Leon woke up again. Now in stage three, Grace realized Leon was one of the Raccoon City survivors, and asked why he had come here if his syndrome was severe. He affirmed of his resolution to make a difference, as part of his continuous atonement. He set out to destroy Elpis, and initially rejected Ashcroft's assistance but upon seeing her resolve, Leon made Grace promise to destroy it. Finding a crane blocked their path, he boosted Grace to another part of the facility where Grace finds the key to activate the crane and use it to lift off the crane, giving Leon a way to escape the waste disposal area. As he made his way back to PANDORA, Leon was already teetering at the edge of death, as his coughs became more pronounced. Finally, Leon vomits blood right at the entrance of PANDORA and collapses.

Elpis
FILE_10 ELPIS (LEON & GRACE)

Minutes earlier, Grace makes her way to the archives and discovers records confirming she is a natural-born child, entrusted to her mother through Spencer's will. She inserts an MO Disc obtained from her mother's satchel, revealing an interview where Spencer refers to Elpis as his "blind hope." After seeing Leon collapse on a monitor, Grace tends to him before they both enter PANDORA to confront Zeno. Standing before the console, they are asked: "What does the creator desire?"

// DESTROY ELPIS — Grace inputs "Destruction," triggering ARK's self-destruct sequence. Leon stays behind to hold off Zeno, allowing Grace to escape. He is ultimately killed, leaving Grace to mourn him as she is rescued by the BSAA. Looking back at the ruins, she wishes she could have saved him.

// RELEASE ELPIS — Grace inputs "Hope," believing in Spencer's regret. Elpis is revealed not as a weapon, but as an antiviral agent designed to neutralize all virus-based infections. Zeno, in his arrogance, injects himself, only to be neutralized. Victor Gideon arrives, now bonded with an NE-γ Type parasite, and kills Zeno. After stabbing Grace, Gideon retrieves a sample and begins destroying the facility.

In her final moments, Grace injects Leon with Elpis, curing his syndrome. As the facility collapses, Leon wakes and defeats Victor in a final battle. Trapped in the dark and resigned to their fate, they are rescued by Umber Eyes of the Hound Wolf Squad, sent by Chris Redfield. Following their evacuation, Leon reassures Sherry that he has secured a cure for her as well. He then offers Grace a final hope: Emily may still be alive, as his shots avoided her vital organs. Later, Emily is indeed found alive within her mutated remains at Rhodes Hill.

Epilogue
FILE_11 EPILOGUE

After being evacuated to the surface, Leon admits he feels better and reassures Sherry that he has secured a vial for her syndrome. She thanks him before Leon approaches Grace, who still feels guilty about Emily's "death". Yet, Leon offers hope that she is still alive as his shots didn't hit any of her vital organs before walking off to be evacuated by the BSAA. Emily is later found alive in the corpse of her own mutated form in Rhodes Hill Chronic Care Center.

Sometime after, Leon is updated on Grace adopting Emily, who has been found and cured of her conditions; he, in turn, informs her that Sherry is cured of her syndrome. Before they can talk more, Grace is forced to hang up as her boss, Dempsy, asks for her report.

In the final cutscene, in the ARK, two soldiers from The Connections appear and they claim to have eliminated all remaining BSAA forces stationing there and they're "proceeding to the objective before they send in the wolves".

The Truth Behind Raccoon City

Introduction

In 1998, Raccoon City was devastated by a massive outbreak caused by a viral leak from the pharmaceutical giant, Umbrella.

The United States government responded by launching a missile strike to wipe out the infected, and erected a blockade to seal off the city.

In 2004, following a court trial, the Umbrella Corporation declared bankruptcy. A complete account of the events was never DECLASSIFIED.

However, in October 2026, it was discovered that the city had been used as a hub for the production and trafficking of bioweapons.

This report reveals that the established narrative of the Raccoon City Incident was falsified and elucidates newly discovered truths surrounding the incident.

1968

To properly understand the truth, we must first go back to the beginning of it all.

In 1968, Ozwell E. Spencer, James Marcus, and Edward Ashford founded the Umbrella Corporation.

Having witnessed the horrors of the Second World War and the dread of the Cold War, Spencer felt a sense of despair at watching the world repeat the same mistakes. He felt it was his duty to bring about a change to humanity.

As stated in court records following the Raccoon City incident, his ultimate goal was to bring about the "viral evolution of the human race."

Thus, he relentlessly pursued virus research through illegal and inhumane means. This fact remains unchanged.

1970s

From the very beginning of Umbrella, the company faced rapid change and intense internal strife—most notably, the sharp ideological divide between Spencer and Marcus.

According to court records, this conflict was cited as the primary factor leading to the unusual developments which followed.

In 1978, James Marcus developed the T-Virus, which would go on to become the cause of the subsequent outbreak.

1980s

This is a crucial period for understanding the basis of what caused the incident and the truth behind the entire case.

Spencer's Influence and ARK's Establishment

Spencer used internal politics to have Marcus demoted, absorbing T-Virus research into a facility under his own control. From then on, Umbrella began to actively research and develop bioweapons under Spencer's leadership.

The underground facility known as ARK, which was discovered during recent events, originally served as the administrative center of Umbrella's research.

This document shows a suspicious flow of funds being channeled to Marcus.

Past FBI investigations revealed that the source of the funds—the F Foundation—was just one of the puppet organizations of The Connections. (The F Foundation no longer exists.)

The Connections is a criminal organization that various government agencies have been sounding the alarm against for years. This illicit group is at the heart of all this.

Evidence suggests that The Connections sought involvement with Umbrella's central operations.

Sender: Brandon Bailey
Recipient: F Foundation

Preparations are complete. I think it's time they made contact with me directly, don't you? I await a response.

This indicates that Bailey took over correspondence with The Connections, succeeding Marcus.

1990s

During this period, Umbrella continued to grow and expand through ties with the government. The organization became so large that Spencer could no longer fully control it.

Numerous accidents plagued Umbrella facilities around the world as a result of poor management.

Furthermore, information was being leaked to rival organizations and The Connections due to moles who had infiltrated the company.

Yet despite the circumstances, Spencer was able to thoroughly protect and complete his research at ARK. The research—Elpis.

Tricell, H.C.F., The Family, and Umbrella. Elpis shall bring it all to an end. [DATA CORRUPTED]

The only information leaked about Elpis was that it had the potential to upset the military balance of the entire world.

What is Elpis?

Elpis is a powerful antiviral drug.

However, this was unknown to those who sought it. The Connections, and other black-market groups, mistakenly thought it to be a powerful bioweapon with the potential to control human minds.

1998 - The Raccoon City Incident

The T-Virus leaked from the Umbrella research facility in Raccoon City, causing an unprecedented outbreak. In response, the government decided to launch a missile strike on the city, under the pretense of containing the spread.

However, this is where we have been misled. The missile strike was not launched to prevent the spread of infection.

Found records indicate that The Connections lobbied for the missile strike.

ARK has been secured. Commence the missile strike. The blame will fall solely on Spencer. With this, Umbrella will be dismantled and we'll seize their assets.

Their goal was the acquisition of Umbrella assets, particularly Elpis.

After the Raccoon City Incident

Evidence against Spencer was presented at the trials by his subordinate, Albert Wesker.

This is my first fan project, and I’m deeply grateful to everyone who has taken the time to explore it. It has been a true labor of love. I also worked to make the design immersive so you can feel like you’re part of the Resident Evil world.

I’ll be publishing more game-related projects in the near future. The last few days have been intense, but I’m proud of what this project has become.
